This alphabet is used in the Netflix anime "Exception" for all of its computer displays. There are no upper or lower case variants. The underlying language is sometimes English, and sometimes random nonsense. There doesn't appear to be a handwritten variant of the script.
All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.
(Article 1 of the Universal Declaration of Human Rights)
